hw.usb.no_shutdown_wait setting does the opposite

Description

Hello,

after adding

hw.usb.no_shutdown_wait=1

to /etc/sysctl.conf I experienced the opposite effect - my system without USB drives could not be shutdown any longer.

After setting

hw.usb.no_shutdown_wait=0

I can normally shut down my OS as before the update.

So, maybe some further research is required whether it should be on or off ?

I'm using it here on my systems without difficulty and with no USB drives connected. Also I've not seen any reports of errors from other users about it hanging at shutdown. It may be a bug in the upstream USB code, maybe something in particular with your specific USB chipset. You'll probably want to file a FreeBSD PR with your specific hardware information and leave it off on your PC-BSD box for the time being.

We enabled it because it did seem to help some issues with shutdown and USB drives, but this is the only case of hearing it do the opposite.
