I'm pretty sure I don't have a lot of control over this, since its a driver issue. However, you can confirm the problem by changing drivers in the display wizard to "nv" then check if you can switch to different VC's without refresh rate issues. If it works there, then it is for sure a driver bug, and the nvidia driver 195.22 is a beta, so you'll want to report it, along with details about your system hardware / monitor to nvidia:

A fresh install on the same computer/disk/slice does not have this problem
Probably nevertheless an updater issue, leaving nvidia-driver/compat in an inconsistent state.
manual pkg_delete and make install clean of nvidia-driver did not solve the problem either.

I'm not convinced that this is a bug in anything we are doing. We don't manually set any refresh rates for console, and in the past this has happened before and it always ends up being a driver bug. The nvidia drivers we are using for 8.0 right now are beta, and are known to have some issues like this. For example, on my desktop on amd64 with 9800GT switching to the console only works some of the time. Not sure what causes it to go out of sync yet, but it is hit-n-miss here as well.

Issue arose again after upgrading from 8.0-RC to 8.0. Restored nvidia related files from 8.0-RC backup without any effect. After some investigations I found out that pcx splash caused the problem (8.0-RC did not use splash and on my FreeBSD install I am using a bmp splash)
Replacing splash_pcx_load with splash_bmp_load in /boot/loader.conf and using a bmp splash solves the problem. Thus indeed most likely a driver bug.
