Mouse Wheel unstable in BCPSD-8, keyboard too.

Description
The mouse handling has greatly improved since 8-RC1.
Its still noticeably nervous.
The main problem is that when the mouse wheel button is clicked it tends to make FF go back a screen - very disconcerting.
There is no Mouse Button command in "System Settings>Mouse/Keyboard?" with which to adjust this function.

The middle mouse button click is a firefox specific setting, not unique to PC-BSD:
