Restore Desktop Toolbar

Description
There is no intuitive way to reinstall a deleted Desktop Toolbar. We should be able to simply right-click somewhere on the desktop to get a menu that includes "Reinstall Toolbar" if it is not present.

This is something which is out of our control. You'll need to file the bug with the KDE project, since they will be the ones to either change or fix this functionality :)
