Can't uncheck "Enable Firewall on startup"

Description
- Go to "Control panel" -> "Firewall manager".
- Enter in credentials.
- Uncheck "Enable firewall at startup".
Expected result:
- Box should be unchecked.
- pf should be disabled.
Actual result:
- Box is still checked.
- pf is still enabled.
