Installer should fail gracefully on fetch fail

Description

Instead of a hard fail when the installer is unable to reach a mirror it should offer to reconfigure the network interface and/or choose another mirror.

The network install has been removed from the GUI installer for 9.1 (though is still available for custom installs using pc-sysinstaller CLI). Closing ticket.
