KDE does not boot without internet connection

Description

after upgrading (by re-installing) to 9.2-RELEASE-p8, KDE does not boot correctly if there is no internet connection. The background image remains with the login image, and there are no panel or menu. Right clicking in the image does nothing. On the other hand keyboard shortcuts work... I am puzzled...

That is very odd. I use my laptop with KDE all the time, and when I travel more often than not I don't have any internet connection, at least until I can find a hotel WIFI. If you can 100% duplicate, please let us know how it can be done.

One thing to check, maybe you have some widgets / plasmoids open which require net access? Could something like that be holding up the startup process?
