Mount Tray -> user perms

Description

Just a reminder for 10.1 feature:
Change the Mount Tray backend to run as user rather than root, and mount devices in ~/media rather than /media. Then we can just prompt for root perms on demand (for MD devices/ISO's).

Couple Notes:
1) The first FAT device after bootup needs to be mounted as root because of a FreeBSD bug in mount_ntfs when the localization flag is used (-L=<mylocale>)
2) All NTFS devices appear to need root permissions to be mounted as well. Additional testing should help to see if this is a general requirement, or just something with my system setup.
3) All devices with now be mounted in ~/Media/<mountpoint>. If the ~/Media directory does not exist, the mounttray will create it during it's startup routine.
