PEFS - Encryption with log-out not working

Description

Fresh installation of 10.0.1:
I just noticed that a log-out does not encrypt that user's home directory again. Only just after booting are the home directories encrypted. That was not the case in 9.2. Tested only in KDE so far.

Did you have another user still logged in? Also, did you login via GUI or CLI?

No, the other user was logged out when I left KDE. Logging in via GUI (PCDM).
This only happens when a user was logged in and then logged out again. Only then another user can access the other's home directory. After reboot and having logged in only once with one user that user cannot access another user's home directory.
