Make PulseAudio support optional.

With each new release of PC-BSD, PulseAudio? is becoming the default for more and more things. Given we already have a perfectly capable sound system (OSS based), and that PulseAudio? is a Linux solution to a Linux problem, it amounts to nothing but bloat.

Considering the above, it would be a sensible idea to give users the choice of not building PulseAudio? by default, and only doing so when an application specifically requires it.

We turned on PA because even webrtc requires pulseaudio to work. More and more apps are requiring pulseaudio for even the most basic functionality. Skype as an example has completely dropped support for OSS. We feel like to give our users the best experience that pulse audio is necessary. In a perfect world we would just use vanilla OSS, but unfortunately we need pulseaudio right now :).
