Non-english version should have layot switching enabled

Description

While installing, we can chose a language of system, like Russian.
But it's halfway solution, since created user have only English layout enabled.
This should be fixed, for all Languages which are not English, newly created system must have:

  1. Layout switching enabled
  2. Additional language (besides english) must be added out-of-box

And possibly, if this not complicated, we should adjust layouts during install, maybe someone wants third language, and/or specific keyboard shortcut for language switching.

This should be corrected in SVN now. Layout switching is enabled, when using a non-standard keyboard layout. However, there is nothing to stop a user from going to System Settings -> Region & Language and adding as many layouts / locales as they wish post-install. It seems redundant to ask for all that during the install, when its readily available in KDE.
